Thanks for the UO Trace! It looks like after the first hop to your router, you're facing 98-100% packet loss.  

Can you try opening the ports on your router to see if it improves performance?

I would also recommend reaching out to your ISP regarding the ports, as well, especially if you are on a university or public connection.
