have experienced the same problem...
Just Download Borderless Gaming from https://github.com/Codeusa/Borderless-Gaming/releases and install it
Before starting the game open borderless gaming then Select Windowed Borderless mode in fifaconfig and launch the game
After the launch you can use fullscreen option to make fifa go fullscreen
