I'm sorry for all the frustration you're experiencing. Hopefully, the steps below will help -

1. Go to the PS4 Settings > Account Management, and select Restore Licenses. Click OK when done.
2. Go to the internet settings -> network -> set up internet connection -> Wifi/LAN (depending which he uses) -> custom on the Playstation and fill in primary 1.1.1.1. and 1.0.0.1. as secondary.
