Solution Found!
OK, so unfortunately this meant re-downloading FIFA 19. Then going through the motions of launching the game, once installed, it actually loaded up a verification window that I could input a security code in to. The PS4 is now a Trusted Device. Problem solved.
Hopefully this may help anyone who encounters the same problem I did.
