Anecdotally speaking, they only used one data centre in South America last year as well (Sao Paolo, Brazil) and that is the same this year. I see no difference in lag for me (crap last year, crap this time around). Not saying a reduction in supporting DCs isn't to blame but I don't think it's the only reason.
