I got a different experience. I started in french 2nd league and at the end of the 1st season I won the league being 2nd best scorer and best assist maker I have received an offer from United which I accepted.

After 1 season at MU winning title and CL I asked 2 times to be tranfered but my manager refused. I waited and played the 1st half season. Then during january transfer window I asked again 3 times and it is only the 4th time that the manager accepted and then I received an offer from Man City.

I must admit I don't really get the logic...
