I guess that problem is that your PS account has not earned access to the Transfer Market on the Web and Companion apps yet. Continue playing FUT on your platform to unlock access to the Transfer Market. As EA games have no cross-platform service, it is mean from another device (in your case was PC and now PS4) you should earn access again, because it is new account with new progress.
