I had a working way so I will send, but after the last update I got old demons of this game .. 1st step, you need to set enchanced vsync in radeon drivers for FIFA 20, and set FPS limit to your disiplay native level. Second step is change from DX12 to DX11 with fifasetup file. 

But remember, whenever you change the settings in the launcher, it jumps to 0 in the file, which gives DX12.

DIREXCX_SELECT = 0 -> DX12

DIREXCX_SELECT = 1 -> DX11
