Most of the time this is an IP conflict where one of your ISP's has assigned an IPv6 address to you that doesn't play well with IPv4.

I would recommend setting up a Static IP to your console and then placing that IP in DMZ, then try connecting to a friendly.

If you can connect to a friendly in that configuration but not to your specific friend - the issue is going to be on your friends network and they'll need to run through these steps as well.
