I also had this issue and turned out the Firewall was preventing Fifa 20 from making a connection.

In my case it was the AVG Anti Virus Advanced Firewall that overruled the Windows firewall. As soon as I disable the AVG Firewall and launched Fifa 20 I got a Windows pop-up asking if I wanted Fifa 20 to allow Fifa 20 to make a connection to the internet or block. After I clicked on Allow everything worked fine. Took me a week to figure this out.
