Sorry to hear about this, first of all I want to double check if you are on PlayStation or not as Sony updated their ToS recently which caused some issues when players (myself included) tried to log in. With that in mind, if you are on PlayStation can you answer the following questions:

• Are you able to sign into the PSN network? 
• Have you accepted their updated Terms of Service?

If the answer is no try to manually log into the PSN network before going into FIFA or any other game, if that still doesn't work fully powercycle your console & then accept the prompted ToS.
