IF Martinez is outstanding for the price. He has a bit of everything. Put a sniper chem style on him to maximize his finishing and agility and also boost his reactions and composure and he's as good, if not better, than anyone else in the price range you're looking for and he's only around 19k. He has strong links to Dybala and Gomez too so he's easy to put into a hybrid team. Highly recommend.
