I've split your post off here as the thread you were in was quite old.
Can you attempt to connect via a hot spot please? It sounds like something on your ISP side is blocking you from loading and accepting the Terms of Service for FIFA 20.
Once you connect via a hotspot and accept these, you can go back to using your normal connection.
