I bought Fifa 20 on PSN but, since I sold my PS4 a week ago, I'm wondering if I can play Fifa 20 on PC without buying it again: it would be a waste of money.

No, you cannot do this. PS and PC are separate platforms and so the games do need to be purchased separately.
