You must just be unlucky. I scored a chip which went over the keeper but bounced before going over the line and I got the achievement. Also had previous achievement unlocks for chipping in pens straight down the middle when the keeper has moved.

Scored 2 chips in each of my last 2 games in rivals and I still haven't scored a chip.

Don't listen to people's random claims of you have to do this or that.
For the chip objectives only 1 of mine didn't count.
One didn't go over the keeper and it counted.
One bounced
Some hit back of net.
It's the L1 (or LB) and shoot.
Don't try hocus pocus, just keep chipping away at it 😉
Note: i generally score a lot of chip goals.
