Error unable to save personal settings

Hi,

 

I cannot save my personal settings on PC.  Upon trying to save I get a 'Error unable to save personal setting' message.  I've tried every fix I can find in this form but nothing works.  Is there a fix that someone knows otherwise I've spent a load of money for nothing.  THanks!
