Pretty sure they know nothing about the game and have no power to actually change anything and are just outsourced help, probably 30 guys crammed into a small dark room on the other side of the world

There is going to be some specific criteria that unlocks it, they likely dont want to say so that autobuyers/bots cant get round it easily, but they wont just say this and instead mess genuine players..
