Make sure the game is locked @ 60fps.btw, which I7 do you have?There are many I7 that may be below recommended specs.

@friendlyman33 How did you fix it? I tried to play with v-sync off and I get 120fps but the game stutters a little so I turned back v-sync and I get smooth 60fps.
