YesYes. But I have zero hope they will fix it. Hopefully Fifa 21 will be a better game. This is the first Fifa im 15 years I experience this delay and really dislike playing because of it

Seems you can’t cancel a throw, drop, kick using bottom bumpers, but you can do a fake throw after your initial input to cancel it.
