because altho there are far fewer fifa 17 servers they aren't being hammered to death and ran over spec, i doubt they are using the same hardware across versions just swapping 99% of it each update.
If everyone organised to log into fifa 17 at the same time and find a match the servers there would crash in short order
M8 when everyone was playing fifa 12,13,14,15,16,17,18 it was not lagging... i do understand that there is not so many playing fifa 17 today but for 3 years ago everyone was playing it and there was not so many complain about delays
